How can we stop psychos from shooting up courtrooms and threatening judges and prosecutors?

As long as guns are legal, the IRA and the gun manufacturers are happy, but how does the IRA suggest we keep guns from unstable people? Incidents of shootings and threats has increased dramatically, in schools, places of business and in courtrooms. How can we protect people, including ourselves, against a surprise attack, such as the one today.
