In an HMO setting that has EMR available, can a pharmacist access a patient's medical records?

Usually Pharmacy's only have pharmaceutical drug histories of the patients. Since electronic medical record is available, can they access the patient's records without authorization looking up test results of the patient? Shouldn't that be something only your doctor should be able to access?
