Is it legal to buy out of state lottery tickets online?

That doesn't sound legal. It sounds like they would take your money and leave you high and dry. If the courier buys that ticket and makes big money, who's to say they won't just keep that money? You'd be stuck trying to prove that you picked the number but I'll bet your name won't be anywhere and you'll have no way of proving it.
