Puffy bubble under my eye! helphelp?

I have this thing under neath my eye that puffs up when i am outside and i squint went to doctors and they dont know what it is. I am 23 years old and it makes me very self contouis. It is squishy and it feels like it has air in it. It is not a sty. does any know what this might be.
