Why doesn't Google pick up all incoming/inbound links, like other search engines do?

I was wondering why Google doesn't pick up/recognize all incoming/inbound links to another Website, as other search engines like Yahoo and MSN, do? This is a question about link popularity building as part of an SEO strategy.
